With reference to Colonial Office

Rule No. 173, I have the honour to inform Your Lordship

that the system, under which no Despatches save those

which belong to the category of rumbered Despatches may be

given a number, makes it impossible to ascertain whether

the series of Secret, Confidential and other unnumbered

Despatches in any year hath to and from the Colonial

Office are complete, and I would therefore sucrest for

Your Tordship's consideration that in future such Despatch-

-os should be given a separate serial number in such a

manner as would differentiate then from ordinary numbered

Despatches while at once disclosing any lacunae which may

exist in the series.
